Job Title: Bilingual Green Career Specialist: English - Spanish Department: Employment and Economic Development Reports to: Employment Program Manager Hours: Full time, Non-Exempt, generally 8-5 M-F. Occasional evening and weekend hours may be required. Compensation: $33,945.60/annually ($16.32/hour) Medical, dental, short and long-term disability provided. Holidays and paid leave provided. Location: Gresham (Rockwood Neighborhood) - close to MAX Status: Grant funded through January 28, 2012. Non-exempt.

SUMMARY:               Recruit, screen and provide assessment for all potential Green Career Training Project participants. Provide green career exploration, training placement, job coaching, and support services to participants in Spanish or English as needed. Work closely with WorkSource Oregon to determine program eligibility. Coordinate efforts with other partner organizations to ensure program success. CRITICAL PERFORMANCE FACTORS:

Work with employment program staff and the Program Manager to ensure that contract goals are met. Collaborate with other employment program staff, Human Solutions staff and partner agencies to recruit and screen the required number of participants. Work closely with WorkSource Oregon liaison to determine eligibility of participants. Assess each prospective participant’s strengths, barriers, needs and goals as they relate to green career training and employment. Provide accurate employment assessments and effective employment plans that include training in a green training option to enable participants to overcome barriers and gain employment. Maintain regular contract with each participant during his or her enrollment. Provide support to participants as they progress through their employment plans. Work with partner employers to develop appropriate positions for program participants and match participants with appropriate positions. Work with participants to ensure high rate of participant retention, collaborating with other staff as needed. Utilize participant assistance resources funds judiciously to support participants in maintaining a stable living situation during the employment-training period. Perform follow up contacts with employers after participant job placement to both verify continued employment and offer problem solving/job coaching as appropriate and requested by employers. Enroll and update progress of program participants in I-Trac in accordance with contractual requirements. Maintain consistent documentation of daily activities including attendance logs, time sheets, employer contacts, progress and evaluation reports. Participate in regular program related trainings and project meetings. Demonstrate acceptance and respect for diverse program participants; handle sensitive situations with an open, courteous approach; maintain an objective and professional relationship with participants.

Participate in Human Solutions meetings and all staff trainings.

ADDITIONAL ESSENTIAL DUTIES AND RESPONSIBILITIES include some or all of the following. Other duties and responsibilities may be assigned. Screening and Assessment:

Assess family’s level of functioning and, with permission from the participant, make referrals to appropriate agencies and services, i.e., mental health, parenting, domestic violence support group, etc. Collaborate with other Workforce Specialists to manage caseload. Advocate for program participants to secure needed community services and resources. Assist participants to successfully make changes in their life, particularly as this relates to achieving economic self-sufficiency. Monitor health and safety issues as they relate to employment. Inform the Program Manager if any participants are not making appropriate progress

Job Retention

·         Actively work with employers after job placement to ascertain job performance.

·         Provide ongoing skills and needs assessment and job retention services.

·         Continue to review and develop employment plans, program activity and provide related services to ensure that a job placement is successful.

Contact employers to collect employment/retention data to substantiate performance outcomes. Share strengths, skills, education and experience so that all agency staff continue to grow in skill level and participants benefit from cumulative knowledge. Represent the agency at professional and community meetings, as requested. Attend training workshops and conferences, as approved and required Represent Human Solutions as a liaison to employers, case managers, and   

       pertinent agencies

Work cooperatively as part of a small team, where coverage and other duties may

      overlap

QUALIFICATIONS EDUCATION and/or EXPERIENCE

Bachelor's Degree in social service/social sciences field with at least six (6) months experience providing career related services or social services; or any combination of education and work experience in social services to total four years. Excellent communication skills. Experience with job training, job development and career planning preferred. Experience with crisis intervention, community networking and resource development.

SUPERVISORY RESPONSIBILITIES This job has no supervisory responsibilities CERTIFICATES, LICENSES, REGISTRATIONS Current Oregon Driver’s License and current automobile insurance.
